  • Plans, directs and monitors program collateral budget and business discretionary and management of the product life cycle including design & development, production support, obsolescence management, field support, customer satisfaction, and creating cross-business product synergies to support commercial business objectives.
  • Define requirements for VA Innovation Initiative (VAi2) support, collecting and analyzing data on existing resources and developing a web-based solution, for disabled Veterans new business startup and documenting Veteran Administration processes, utilizing Applied Information Economics (AIE).
  • Developed Project Management Plan, Operational Concept Description, Test Plan, Business Case Analysis and Statement of Work for the next level of funding, EVMS practices/procedures, risk management, DMAIC project methodology and process improvement methods.
  • Experience developing, coordinating, and facilitating bid opportunities and solicitation responses.
  • Contract Principles, Contract Planning/Strategy, Specialized Knowledge, Contract Administration, and General Business experience with FAR, DFAR, Uniform Commercial Code, GSA and Federal policies.
  • PM for corporate support of the ASDS (mini-sub). Developed new business opportunities, contracts and proposals, which lead to the successful business acquisition of both commercial and government engineering requirements. Managed teams of programmers and technicians, customer relations and fieldwork.
  • Developed CONOPS and charter for the Engineering Support Center at NASA's Stennis Space Center.
  • RF SME, representing the Navy AIT PO – Site surveys, EMI studies, RF in confined spaces, coordination of RF standards and spectrum allocation.
  • Navy liaison to the Department of Homeland Security, technical advisor for the Office of Naval Research, US Delegation member to NATO providing design and coordination for the Communication and Infrastructure Panel (CIP).
  • Provided technical/business assistance to Navy Echelon II Commands, including site surveys, business case analysis, technical specifications and reports.
  • Prime contractor, PM for R&D, communication devices for the Army Logistics Transformation Agency, 3G RFIDw/SATCOM.
  • Designed Special Warfare Automated Logistics Information System and updated the design for NSWC using FIPS 140-2 compliant wireless bridges, controllers and EoIP tunneling.
  • Designed event driven solutions and service oriented architecture (SOA) to enhance network enabled manufacturing with sensor and wireless solutions.  Principle Investigator for developing and testing new technologies and techniques enabling lean manufacturing. Support for the 787 program included developing new asset tracking methods for the Point of Use logistics. Developed a new method for monitoring pressure seals, integrated with COTS software and customized applications. Patents and patent pending.
  • Responsible for overall program management including P&L, program execution, scheduling, technical excellence and staffing of a multi-million dollar R&D project, consisting of a five-company team.
  • Coordinated with organizations, as well as senate and congressional representatives and other federal government activities required for support, to conduct prototype demonstrations, for access to legacy systems, and for data exchange with other project managers.
  • Developed workshops in conjunction with major corporations, presenting emerging technical applications to teachers, developed grant proposals, and Instructional System Design for Germanna Community College.
  • Provided instruction in electronic theory, operation, and maintenance on advanced aircraft navigation systems, to military and civilian personnel.
  • Performed all duties of a lead instructor at an accredited school / organization in the subject area of interest (maintenance, logistics, information technology, research and development).
  • Precision Measurement Equipment/Test Measurement and Diagnostic Equipment calibration and maintenance.
  • Developed and implemented a proof of concept test enabling communication and condition monitoring of shipping containers using impulse radio wireless techniques. (Pat. No. 6,927,688 - sole inventor).
