Russ applies a strong expertise in data-driven, strategic planning. Prior to joining Pax River Solutions as a Program Manager, Russ was the VA Innovation Initiative (VAi2) Business Coach for Halfaker & Associates helping disabled veterans start new companies in Virginia. Russ was the President of Advanced Resources Corporation, providing contract support for DoD programs and serving as the Navy representative for the NATO Communication Information Panel. Russ has had several technology products patented, in addition to experience with service oriented architecture and event driven information systems.

Previously, Russ has served as the Director of Business Development for an 8(a) Small Disadvantaged Business. He served eleven years on active duty with the U.S. Air Force and retired from the Air National Guard. Russ holds a Master of Science degree in Information Technology Management, with a Bachelor of Science degree in Vocational Education Studies with an Education, Training, & Development endorsement. Russ also holds Associate of Applied Science degrees in Art, Instructional and Avionic Systems Technology.

Russ was requested to take over a project by both the Navy and the prime contractor which led to the successful completion of a data acquisition project for the Navy Expeditionary Medical Support Command (NEMSCOM). The prime contractor was in trouble and Russ was brought in as a troubleshooter. Russ managed and led a group of 18 engineers and technicians. The project was completed on time and under budget.

Russ' experience would be most effective to execute large projects independently, supervise a project team, or serve as the leader of a major effort within a project. Russ is capable of synthesizing data, combining multiple pieces of information into a consolidated explanation to establish priorities and the critical path. Most importantly, Russ is experienced at persuading, supervising, negotiating, mentoring and establishing common goals. Responsible for cost, schedule and technical performance of programs and projects.
